The Municipal Administration of Tijuana led by mayor Montserrat Caballero Ramírez clarified that the wire mesh fence installed by members of the Secretariat of National Defense (SEDENA) at the level of the international line will define the operation zone of the elevated viaduct. This perimeter fence will define the area where the military camp will be located while construction work is carried out.
The head of the Municipal Agency of Migrant Assistance (DMAM), Enrique Lucero Vázquez, explained that though the fence wasn't installed to prevent people from crossing into the United States in an irregular manner, it could function for such a purpose.
"It is important to clear up that this doesn't mean that we are not obstructing the right of immigrants to request asylum, because this is not the legal port of entry to request it," the official said.

He said that members of SEDENA will install the camp in the channel zone to continue building the project whose goal is that it is concluded at the end of President Andrés Manuel López Obrador’s term when he visits the state for the last time.
Lucero Vázquez explained that due to the risk that immigrants continue to cross through this area, the municipal government will continue dissemination and prevention work as part of their "No Cruces el Muro" campaign. They will also encourage them to wait for their scheduled appointment through the CBP One app, which is still the only legal way.
The head of DMAM considered it circumstantial that the beginning of the construction of this project has been scheduled at the same time as massive irregular crossings have been seen in this area.
